Any way to save frogspawn?

I know this must he repetitive, but I didn't want to high jack someone else's thread.
I recently received a nice frogspawn coral from someone. They told me it appears it was dying and had already lost a couple heads.
It's been in my tank 3 weeks now and has lost another 3 heads.
Temp is steady 80 degrees.
Nitrates 20 to 40ppm
Alk 7.3
Mag 1320

Is it likely that this piece was doomed before it got to me, or is there any way to save it?
It's in the middle of the tank, about 25 inches under 250w 20k halides.
Flow doesn't seem overbearing, but enough to keep the polyps fluttering around.
I have noticed that the polyps have not really extended out that much.. they stay pretty short just like you see in these photos.

I would be worried whatever is killing that coral might affect my other coral. I have seen brown jelley wipe out a bunch of corals in the area of the affected one.
 
I couldn't remember my cal numbers so I didn't want to guess, but today is water change day so I'll test before and after and post today's results.

I thought about brown jelly, but I don't see anything on the coral, it's just been peeling away since I got it. I need to get a pendant for my qt so it can house corals.
I have a small 96w pc fixture, would that be enough for them to live in qt?

What are the chances of detached heads landing somehwere else and seeding a new colony?
 
Checked multiple parameters prior to 20g water change
I've been feeding heavy so I expected high nitrates, but it was much higher than expected.

pH 8.0
Alk 7.0
