Sponge, only thing I can think of that is that blue that is not a coral.

I assume it's the blue thing you're referring to.

Hard to tell from the pic, but maybe a sponge or colonial tunicates.

The rest of the rock looks pretty barren, I doubt a blue sponge just showed up. Looks like a piece of blue freshwater aquarium gravel to me.

How does it feel to the touch?

My guess would be a sponge as well btw.
