My 29 gallon biocube also has external ballasts which when combined with the two cooling fans in the hood keep the tank cool. I do have a 50 watt stealth heater in the intake side of the overflow to keep the tank warm when the lights are off. Im with thief, no heat problems here....
I had a heat issue on my 29 gallong biocube one time but it was due to an ID10T Error i had. My heater was set to 84, and on a warm day it crept to bad levels. Turned my heater down and it runs steady at 78.4 degrees all day.
My 8 gallon has two fans. They are very well hidden between the top and the reflector. My temps have held at 80 + or - 1 all summer. I thought the same thing until I researched it a bit.
BTW- they are quiet.
