A gfci is a type of outlet that will automatically shut off if it gets wet or overloaded, or for example, you drop your lights in your tank. In California (and I imagine everywhere else) they are required in laundry rooms, kitchens, bathrooms, and outside--anyplace where water may be an issue.
You can tell it is a gfci because it will have a red test button between the top outlet and the bottom, and a reset button. Hire someone to put one in. They are about $12 at home depot and can be put in any existing outlet. Just take the old one out, put the gfci in, and you're good to go. Since it is simple, you should be able to have it done inexpensively.
