Cabo Im sure. I spent a week diving from Loretto to La Paz which is just north of Cabo. It was beautiful, the last day I was diving with a Whale shark that was as friendly as a little puppy. It came up to me face to face, turned sideways then rolled over so I could rub its belly! There is not a lot of corals, but it is still nice waters to be in. I believe Cabo is right on the southern tip so you might get some cooler waters blowing by, but in the summer slightly to the north, the water was 84!

I lived in San Diego for 13 years in the 80's-90's and dove all over baja. There is nothing in Ensenada that is worth diving in the winter. All of the sea life is the same as in SD. Farther south and in the gulf there are many temperate and tropical fish that are in the pet trade to see. From guinea fowl puffers to reef blennies and 3 species of angels, including the rare (at least on the mainland) clarion. When it used to be "legal" to bring your own fish back, I collected 23 on one trip, sold them to All Seas for $150 ea and thought I was the king. What I wouldn't do if I had a couple of those now!!! BTW it is cold in winter so 5-7mil wetsuite is needed. The temp is in the 60's even that far south. There is a great book, Reef Fishes of the Sea of Cortez (I think by Alex Kirstich) that details every month water temps.
