Just want a straight answer from somebody , if I get a basic apex jr with the 4 outlets will It (without purchasing other equipment) be able to cut power off to heater incase of malfunction, shut off ro di reserve pump incase auto top off sticks, and alert me if power outage occurs? ???

You can control your heater with out upgrades. I purchased the basic apex jr and it came with a temperature probe which allows you to control heaters. It would be more difficult to shut off the ro di reserve pump depending on how you detect the ATO remaining on. All I can think of is the module that will allow you to use a float switches to detect the water level being to high, then you could toggle the ATO off. But by default the only sensor it comes with is the temperature probe.
Well im just not sure I need one then im always close to home never go on vacation and if anything I can put a cam directly in front of the aquarium and watch it live when im away besides the apex cant really help that much with a powerouttage can it? I have a generator which is a better Investment I think

I ran an Apex JR on my old 36g. You can control basic on/off functions with it and that's it. Anything else will need more modules. Depending on LEDs you'll need a VDM module. If you want to control float switches, you'll need a Break-out-box which will not plug into your Jr and you'll need a PM1 or PM2 module. I'd go for a PM1 so you can monitor your pH. IMO, look for used equipment and you can find everything you want/need cheaper. I've got a used module that's been going strong for 3+ years now.
