Apex will not run Kessil A360 at 100%

I was playing around with my Apex and Kessil A360s and I noticed that the output of the intensity and color setting on the APEX do not match the Kessils analog settings. If I run the kessil dials to 100% then do the same on the Apex they do not match, the Kessil's not connected to the apex are much brighter. Can anyone explain why?
