ASM G3 adjustments

I just bought a used G3. I think I'm missing the adjustable part of the outlet tube. What I have seems to be one solid tube, it doesn't move up or down and when I look at it it doesn't appear as if it should. Is this a piece I can buy or fix DIY style? Or am I just not doing something right?
 
Depending on what is missing this may be a good time to do the gate valve mod.

Parts to do the mod can be found here or you could buy most of the parts from Lowe's or Home Depot, they won't have the gate valve, I have had a hard time finding PVC gate valves locally.
 
The riser tube may be stuck, take a pic of what you have, I still have left over stock pieces.
 
I'll take a pic tonight or this weekend.

The outlet tube is there and the foam bubble diffuser covers the top portion of it. Is this tube the part that is supposed to be movable? How does this piece move? If it's stuck, I'd just like to know I should attempt to unstick it.
 
beaker, I've heard of the gate valve mod and was thinking about doing it. But I'm not sure if I've got room for the extra plumbing. This thing barely fits as it is. But I will look into it for sure if I can't figure this out.
 
Is it a pipe sliding over another pipe? What keeps it at the level I set it to? It looks like one solid pipe to me.
