ATI Sunpower Fan Buzzing Noise

Ok my brand new, 8x54w sun power is buzzing. It's almost like the sound of a bad ballast. Now this noise only occurs when the fan is on. Meaning- lights off, fan plugged in, I hear this noise. Idk if I am going crazy but I hear the noise on every speed setting, and as I increase the speed, the louder the noise. It sounds like a breaker box. It's like a low pitch humming/buzzing noise. Any idea?

Is the blades hitting the fan cover? Mine has done that before. Just push the fan down and it seemed to fix mine.
