ATI Sunpower Problem

Not sure where to put this but I purchased an ATI sunpower from Marine Depot about 2 weeks ago. I received the fixture and it is having ballast problems or something. The bulbs keeps going off in sets of 2 and I cannot keep the fixture fully lit for the life of me. I would like to know if I can return it for another fixture or if I have to contact ATI directly.
