Balding Sea Urchin

I have had a purple sea urchin for 18 months now.
He has been losing spines continuously.
But i'm noticing they are really not growing back on the top.
I see them starting to come back, but they never really fully come in.
He's moving around just fine.

Any ideas? Should i worry?
He's starting to look like me.

yes start worrying that is a sure sign something is wrong mine did that then ...dead
