ballast is cold

I have a Sunpaq 65 X 2 retrofit and the ballast isn't hot or even warm. I have another 96 X 2 and it runs hot. Is this normal for it not be hot?

Most ballasts get at least warm. I have never felt one that was cold (or even room temp) after being on for a while. My WH7 VHO ballast gets hot enough to be uncomfortable to touch for very long, but not hot enough to burn.
 
ok, I felt it yesterday and it felt slightly warmer than room temp. The lights seems to be bright still, but i'm mainly wondering if they're not as bright as they could be.
 
It could be because the smaller ballast (wattage) isn't working as hard, so it isn't heating up as much.
