1. Depends on the species. 74F max for some of the more common species like Erectus. No species should be kept higher than that, however, some species require 'cold' water like capensis..68F
2. Assuming you'd be purchased captive bred seahorses, they will eat frozen mysis. Most use either Hikari brand or PE brand.

PE's better. bigger specimens, less "pieces" to dirty your water, better for them. i recommend rinsing

But, seahorses are more prone to bacterial disease at temperatures over 74 degrees. The bacteria that seahorses are most sensitive to reproduce at a higher rate at temps over 74 degrees, and also mutate to produce different, more dangerous proteins. While SH can be kept at higher temps, you are more likely to run into sickness, and sick seahorses are much harder to treat than other sick fish.
