Does anyone out there know if a c. bathyphilus wrasse (hooded fairy wrasse) female can change into a male?

yes possible.

add more than 1 female. or the lone female is the most dominant wrasse in your tank.

i've had a single roseafascia female that turned male after 5 months. it's an alpha male now.
