In a perfect world, get two small ones. In a less than perfect world, a small one and slightly larger.
 
dont count on it though, there are no guarantees. id say the chance of them staying female and coexisting is higher than the chance of one turning male. I've had two females for a while now, one about 2.5" and one about 3.5" and they are still both female with no signs of changing.

Absolutely correct. And males ship poorly.
 
I had a very nice female that I got from a fellow reefer who was changing out the tank. After putting her in my display for a month or so, it started getting really dull colors and I thought it was getting sick. To my surprise it turned into a gorgeous male but I was never able to pair it with a female. Everytime I tried to introduce a female it would harass it endlessly. Even females much larger than him.
