Best test kit for Nitrate

Should it read 100% clear for zero? I've been fighting Nitrates for months, can't seem to get down. I was wondering if I expect too much.

It depends on the test but clear usually means zero. You need to evaluate your bioload (qty. of fish, how much you feed, etc.) and see if you can make any adjustments. Are you running a good skimmer?
 
I think I have old tank syndrome. We have a 215 and a 90 common plumbed. Core rock is 7 years old. Several months ago I had DHK colaspe coupled with a muchroom and meat coral tanking, cause massive crash. 3 months ago I added DSB to 90. I expected by now with some agressive water changes i would be good to go. Not the case it is still reading 30-40. I don't want to add DSB to 215 if I can help it, due to issues with rearanging live rock and die off caused.

Yes I have PM skimmer, fuge etc.

Sorry to hear about your losses. My nitrates are in the same range and I'm starting to take some measures to address it as well but I'm not all that concerned as I have no SPS or clams that need zero nitrates. My tank seems to be fine but I definitely would prefer nitrates <20.
