About your cheato not growing.
When my cheato quits growing, i add iron to suppliment it. The iron is like a steroid for cheato. I squirt it in right into the cheato, and it will take off growing like crazy. I probably add about 30ml at a time. I only add iron if it quits growing though, too much iron can cause an algae bloom.
Just a thought on how you might get your's growing besides just the 24/7 lighting and more flow.
