Bio Pellet Reactor Problem

What am I doing wrong? I installed my new Reef Octopuss HOB Bio Pellet Reactor BRH-MF-100 onto my sump with about 500 ml of bio pellets and a dedicated Maxijet 600 pump. The bio pellets didn't budge, but the flow out of the reactor was strong. Swapped out the 600 for a 900 and only a few pellets at the bottom began to move. Swapped out the 600 for a Maxijet 1200 and only a few more bottom pellets would move, but the outflow was like a firehose.
Any help would be appreciated!

There probably stuck together get somethin to dislodge them then start the tumbling don't let them sit they'll stick together
