Blue Damsel breathing very heavy HELP!

Hi Everyone,
I need some help and solutions from the experienced.
I have a blue damsel that was eating everything and very very healthy.
Had him for 2 weeks.
Just 2 days ago, he's hovering right about 2 inches above the substrate and not moving anywhere.
Mouth is wide open, and gills are flappin' very hard.
He's not eating at all!
I thought it was lack of oxygen but didn't notice him going up to the surface. All my other fish are doing fine.
No bullying that I observed.
I checked my params.
Amm @ 0
Trite @ 0
Trate @ 0
ph @ 8.4
temp @ 78 degrees
Salinity @ 1.023

No signs of any infections (i.e. spots, ich, fin rots, eyes are fine..)

Any suggestions?:(
 
Hi,

it could very well be an oxygen issue. Do you have a lot of surface movement or can you add some more surface movement? I would def. start there.

There is also a test for oxygen you could use that.

damsels are generally very hardy so something is off somewhere.
