Just molting. They come out to molt, then they go back in.
They usually want a larger shell after they molt, so give him a handful of shells to try on.

He is a 4 striped damsel, I have 2 lady and spike. and thank god I was quiet wprried about the little bugger. Now I havs 3 of them, will he try and fight my larger one for his shell? I'm going to get shells later today.

Usually it's larger ones attacking smaller ones, and he won't fight for a while.
He's going to be very soft and fragile for a little while, so he'll just hide. Definitely put those shells in as soon as possible.
