Blue line trigger dead!

Yesterday i noticed my blue line trigger had like a film over his skin. he was still eating. This morning he was dead. My nitrites 0, nitrates 40, ammonia 0. Last week a newly introduced harlequin sweetlips died after about a week, he wasn't eating from the time i brought him home from the lfs. I don't know what was wrong with the trigger, CAN ANYONE ADVISE PLEASE.. THANKS IN ADVANCE
 
Sounds like it could be Velvet..[Amyloodium] Any other symptoms? You should read up on Velvet [quickly!!] If indeed thats the issue, any other fish in the tank need to be treated with Copper
