blue regal rank and 2 clownfish behaviour? !

Me and my partner have had the tank for about 4 months now it came with a blue regal tang and a clownfish. We thought the clownfish needed a new friend so bought a smaller common clownfish (both same species) the clownfish get on fine twitching and always together!
However the blue tang keeps following the bigger clownfish and rubbing itself up against the rocks. I have noticed the blue regal tang has pecked both clownfish on their back fins. I don't know what to do?! I think we going to take the blue regal tang to a fish shop we go as we know they can grown to 2ft in size :strange:
I just want to get in there and tell that blue regal tang off lol!

What size tank? The rubbing against the rocks could be a sign of ick, any spots that look like little grains of salt on the fish?

I agree, take a really close look at the tang, if he is rubbing against the rock there is something irritating his sink, I use a flash light and try adding some food to get his attention so that you can really see his body..sometimes the spots are hard to see..
