bonded vs. mated

i've had my pair of black nemos about 3 years now and they host in the same area but they only seem to be a bonded pair is this common?i keep hoping that 1 day i will see them lay eggs, with this being said the last week or 2 i have noticed them borrowing though the sand and making tunnels around there hosting area.is it almost time to say that they are officially adults and are ready to mate or am i just getting my hopes up.

They might not breed. I'm pretty sure I heard that you need pristine water conditions and even then they might not breed
