bordering picture

Hi folks,

Can someone tell me how to use borders or bordering the pictures? (fancy frame look on a picture that you folks do here)
Do you need special program to do it?
I have a Photoshop element 2.0... and I only know the basic of it.
Please help.

I use photoshop 7. Just do a search on google and you will pull up some good tutorials. I didn't bookmark the link that I learned from, sorry man.

I guess ideally you would have Photoshop but, you can go to adobe.com and go the studio exchange. There are a ton of downloads including frames available.
