Brand new pump not working right

I bought a brand new pump for my tunze osmolator as a backup a year ago. Well now my original pump stopped working so I pulled the new one out. Turns out the new one does not pump any water at all. I can hear it running with a low humming but it doesn't pull or push any water at all.

Not sure what to do since I bought it a year ago.
