Brown gooey algae

Anyone know what these brown gooey algae is on the bottom of my tank? I'm running on 4 fluorescent bulbs each 15 watts. Total of 60 watts on my 10 gallon tank. I also have 2 (60 gph) pumps. Does anyone know why there is always these brown residue on the bottom of my sand? It's all over the surface.I heared it could be phosphate levels, but I'm not sure. Any help would be appreciated.

Could be a good many things. Spectrum of the bulbs. Too many nutrients in the water.(i.e. phospahte, nitrate,silicate).
Age of the bulbs. Please add more info about your tank.
