BRS reactor with Rox carbon

my new tank has been up for about 2-3 months now so i decided to setup my reactor. it is a BRS reactor and i am running GFO pellets in the bottom and Rox carbon in the top. well during setting up and flushing out the first couple of gallons to wash the media, i ended up with a fine layer of carbon that fell through the pad and now my GFO won't tumble. i am running it with a MJ1200 and i can put it wide open and it still won't tumble.
1. why won't the GFO tumble with all that flow?
2. do i change carbon to keep it falling though or can i change to a finer pad?
 
well, i am an idiot. i had the flow reversed and now the GFO is tumbling. Still need another pad for the reactor or a coarser carbon. any ideas?
 
I made the mistake in buying the rox carbon for my reactor too. Waste of money. It is way too fine for almost all sponges and pads and if thats not the problem, then Im sure it will clog fairly quick.
