BTA trying to stay under the rocks?

I have had a BTA for about 3 weeks now and it keeps moving under the rocks. I am running 6x54 t5's on a 75g. I flip the rocks he gets under upwards and he will open fully for my clowns to host but eventually he slides back under the rockwork. Is this normal behavior?
 
Most likely it is normal. Are those HO t5s? BTAs like to form a "J" shape. They anchor under a rock with their foot, and stretch out and up toward the light. This way when they expel waste or shrivel up they can't be seen from above as easily.
 
The anemone might be used to slightly dimmer light, and may be trying avoid the brighter light in your tank. Try diffusing your light with a mesh screen for a while to give the anemone time to adjust.
