BTA's and flow

I started getting brown algae on my sand recently. It is an established 29 gal tank for about 1 yr now. I heard the best way to get rid of this is more flow and phosphate removal. I have a hang-on skimmer and AC 200 filter that create a small amount of flow. Every time I try to turn my Rio 600 on in any part of the tank the flow makes the BTA all stringy and he looks like he's about to get blown away. Is a smaller powerhead the answer or should I try and test my phosphates? Thanks
 
does the anemones foot look like its gonna get blown off the rock?
if not then i suppose it will just move and find another spot it likes...
 
I have a condy and my filter is blowing right at it. It actually moved to that spot of high water movement. I suppose it likes all the food that the fish don't get and it gets blown right into it. I suppose your BTA will move if the conditions aren't to his liking.
