Bubble Anemone Concerns

Have had this for around a year and seemed to do well but it's looking a little ragged lately. It only briefly had slight bubble tips at one point and then went back to straight tenacles. The rose anemone has had and continues to have bubble tips.

The anemone in question has color but seems to be slowly shrinking and the tenacles are looking thin.... I don't really feed the nems cause the consensus seems to be that they don't need it. Tank is a 60 cube, water changes are every 3-4 weeks, carbon in a bag changed every 3-4 weeks also. Protein skimmer in use....light is a kessil a360....I backed the lighting down a little because the anemone seemed to have issues after I boosted the light to 100%. Everything else in the tank seemed to like the light.

Two occelaris, a damsel and a pseudochromis are the only fish.

That said, the LPS seem to grow well, no SPS, soft stuff like mushrooms, star polyps etc. grow very slowly or not at all.

So what's going on with the anemone and is it related to the slower growth rate of the soft corals?
