this might be A dumb newbie question

The outake on my eclipse 3 filter spills toward the powerhead and it creates tiny bubbles that float all over tank, are these bubbles bad for fish and reef
 
No they are not bad in the quantity that you probably have. However if you had a huge tank that basically looked like a skimmer (from like a hammerhead running nearly dry) then fish have a problem with that, trust me it has happened to me before :(
 
Small bubbles, micro bubbles are not bad for your fish, but they don't look very good in your tank. They make the water look dirty, and may collect on LR to create larger bubbles. See if you can move your Power head a few inches, or the overflow a few inches. Even a small move may make a big change.
