I just got a GBTA from my lfs yesterday. I acclimated for about 1.5 hours and placed it in a spot that i thought was nice. He didnt think so and moved of course. well all day today since it got settled it has been expanding and contracting. Is this normal behavior for btas geeting settled or should i move him myself and see if it still does this.

I think this is normal for an anemone that is acclimating to new conditions. Think of it as a self water change for the nem. They seem to do this until the water on the inside matches the water on the outside. They will also shrink and contract when they're getting rid of waste, so you may see this even after it's acclimated.
