ok about 2weeks ago I got this really small bubble tip. Its about the size of a quarter. it eats when i feed it and seems doing fine.
The base seems to be getting kinda clear lookin. Does that mean anything.

It seems to be opening now even with the lights out.

I have a orbit 260w light

it has been that color since day one..i am running the 4x65 orbit lights
6700/10000 daylight and 420/460 actinic
it eats anytime i stick food on its tentacles

I'm not saying it's something you did that has made it bleached, but it's lacking zooxanthellae algae (which provides color) all the same. What type of bulb is in the orbit, and this is in your 75, right?

It may be under too little light to support zooxanthellae, but if your lights are sufficient and you keep feeding it, it should grow and regain it's zooxanthellae.

my lights are the Orbit Fixture Sunpaq dual daylight 10000/6700 and dual actinic 420/460 bulbs
4x65watt.

it seems it has grown in size a little since I bought it.

That tank looks waaaaaay too clean to be even fully cycled.
Your rock has no coralline or algae growth and everything in there is impecably spotless.
I'm going to go out on a limb here and speculate that your tank is not established enough to provide the type of environment that an anemone needs to live.
What are your water parameters and how long has it been since your tank completed its initial cycle?

Why are you evading the question of how long your tank has been up?
Just because the nem is larger doesn't mean it is healthier or thriving, it could simply have more inflation than the other day. It's horribly bleached and if the column is bleaching as well I wish you luck pulling it back from possible death.
