Bulkhead gasket placement....

Working on plumbing my tank, and there was a note in the box with the plumbing stating which side to put the gasket on. I can't find the paper now, but I'm pretty sure it said to place the gasket on the inside of the tank. Just want to verify before going any further.

Yes, inside of the tank on the flat face of the bulkhead, not the nut side. In other words, gasket on the inside, nut on the outside.

Regardless of which way you have your bulkhead, the gasket ALWAYS goes on the flange side, not the nut side. It should be installed dry - no silicone sealer should be needed or used. If you must, a very small amount of plumbers silicone grease can be used - just enough to make it shiny - no globs. Hand tighten, then ~ 1/4 turn more. No wrenches!

Make sure you turn the nut while the flange side stay stationary. You do not want the gasket spinning, just the nut. And yes, the gasket goes on the flange side.
