bumps on mu clown

i've just noticed that my clown has whitish gills or swollen gills on one side. it doesn't look like ich at all so i am wodering what it is. he is eating and acting like normal.
all my paramters are right on.
i moved the tank a few weeks ago but i haven't had an issues since.

i remember reading something about "cotton" but can't find anything on it now..

any ideas??
