California Can't Get It's *** Together

I just did my taxes last night and am getting money back from federal and state. Just found out today however that California has suspended all tax refunds for up to 30 days after processing. An IOU of sorts, however if you them money I'm sure an IOU would be confronted with huge fines or potential jail time. What a joke, get your [profanity] together California.
