Can I connect fan after ballast

Hello
I am adding metal halides to my $2500 LED/T5 light fixture[emoji23][emoji23] after seeing 2 tanks same age as mine (2.5 years) both had metal halides and they have 3 times the growth.
Anyway, my question is can I wire my fans (115v) directly to the metal halide bulb wires?
I'm sure I could put a meter on output and check voltage but I lost my meter.
Do ballast put out 115v at that end?
Here is ballast info

No..
You would attach them on/before the input to the ballast (primary side where the power cord enters the light fixture from the wall).. not the output side (wires to lights)

It one of those things..... you know the answer but just refuse to want to believe it.

Follow up question
Do HQI bulbs even need a fan? I ran them for a couple hours and the back side of fixture was just warm to the touch. Can I just vent the fixture
