your sailfin blenny may be kind a sketchy but I think it is worth a try. In a 12 gallon you would have to have really stable water paramaters. Clams don't do well if your paramaters change quickly. Also keep either a croca or maxima they grow the slowest and won't outgrow that tank.
i have a 70watt mh and i think its a 14k bulb but its an aquapod so its not a very deep tank. i didnt even think about the blenny i just figured id put it on the list with everything else i was more worried bout the shrimp and hermits
alot of people on here are saying that 70 w is not really enough but alot of the articles i have read say that it should be enough for everything but maybe croceas. most of the articles say that can even be kept under pc's if the depth is less than 20 inches and i believe the top of the sand in my tank is only about 10 or 11 from the top of the water. the other thing i am worried about is the snails because i read somewhere that they will crawl inside of the clam to eat it
