Can i used these water barrels?

It depends on what they are made of. Barrels are made of wood so, No. But if they are plastic, that should not be a problem as hand sanitizer is mostly alcohol. But you would have to clean them very good. I use course salt as an abrasive to scrub things like that.
I would also fill it with fresh water and let it sit for a week or two before I used it and check for smells.
 
Yep, as Paul said. Clean them really, really, really well and you should be okay.
 
Agreed with above, but just for the sake of another idea: You have spent, or are about to lay out, a big chunk of money on your tank, so why not reduce risk as much as possible and just buy a couple of brand-new rubbermaid (or similar food-grade) containers? They're relatively cheap, and you won't have to worry about oils or other stuff sticking around from hand sanitizer.
 
The hand sanitizer is fine, sometimes they add lanolin or some other moisturizing chemical that we are unsure of.
