can SPS survive partially submerge for an hour?

Yes. However, this is a general answer. You can see miles and miles of SPS exposed to the air at low tide, but I imagine that they are really healthy. There are tons of pictures of these in Veron's book. If healthy, they should be fine. When I used to take my XL caps into the store, I just misted them with tankwater along the way.

I have brought stag colony's to my lfs that didn't fit in a bucket out of water.
I've left a few colonies out when fragging for over an hour.
They become really dry and look very abnormal.
When you submerge them, all this slime washes off.
It stresses the coral out, sometimes it takes more than a day for the polyps to extend.
Almost, all the time, the corals lose a bit of their color.
Although I wouldn't recommend it, since they're exposed to it on a daily basis in the wild.
But in captivity, it's only once in a millennium.
