Can this be a sump or refugium?

Hello everyone,
Can i make this a sump/refugium for a 12g nano tank? What supplies would i need to do this? Let me know all of my options. Thanks!
P.S This was originally a trickle filter but there are missing parts so i decided i dont want to use it as a filter.

You can convert it into a sump. the overflow into one section and return in the next. basically removed the bioballs.

similar set up for the fuge, but would probably need to put a baffle in there to divide the space.

picture of the filter would be helpful.
