Candy cane not doing great....

I have had my Caulestrea for a year now,it was growing new heads and doing very well. These last few weeks thought,its lossing the lovely green coloured centres,and looks abit shrivelled,not plump looking as before.

My params are as follows

No3- 15ppm
Calcium 400
Alk 2.7 meq
Mag 1350
Zero Nitrite and Ammonia
Phosphate always comes out as zero,even on the high sensitivitey D-D test kit. But I have a bad bubble algea problem and suspect this uses all the po4 before i can test it? not sure?

Any help would be great guys

Have you changed anything at all that might have triggered this? Flow around the coral? Placement? Bulbs?

How about feeding your candy? How often?
 
What is your PH? Ditto on what shaggydoo541 said. I don't think the nitrates are a problem...mine are higher than that and my candy is doing fine.

Also, is there anything picking on it or is another coral stinging it?
