Can't be ich! Is it?

I shouldn't have ich or velvet because my fish came from a healthy aquarium and parasite free for over 4 years. But for some reason my starry puffer is covered with spots. Every other fish hasn't had a single spot on them even my blue tang. All my levels are excellent.

When was the last wet item added to the tank. Video is not clear enough for diagnosis.

The last thing I added was blue tang 5 months ago. He's still eating very well. He's been covered for about 2 weeks. If he's only one showing signs of spots could it be a bacterial infection?
 
What's on that fish isn't round like ich would be. It looks more like oblong creatures, possibly flatworms (flukes).

I wouldn't rule out some form of bacterial infection either but those look usually different and kill fish rather quickly, especially at such an advanced state.

I would try a freshwater or formalin dip to see if it is flukes.

Agreed with suggestions. Picture definitely precludes ich as the cause.
