Carbon Dosing Residual??

I started dosing Red Sea NO3O4 a few weeks ago to lower nitrates. While the level has dropped from 35 to under 10, I noticed a clear, jelly like substance on the surface of the sump water. Any idea if this is related?

Probably. I would guess that you are seeing a bacterial film. I'd back off on the carbon until it disappears. A fair number of people report this type of problem.

Under 10 is acceptable now for a reef tank. Agree with Bertoni, you should stop dosing.
Newspaper on top of the water will remove most of the film.
