Centropyge heraldi - QT almost done but...

Hello,

I've had a new Herald's Angel in QT now for almost a month. No sign of parasites. Not dead ;-). But it's always been very shy, hiding all the time and if it does come out, quickly scurries for cover as soon as anyone is within sight of the tank. Occasionally I've seen it nipping at things around the QT tank (I added live rock & a clump of chaeto), but it's never actively taken food offered (and I've tried EVERYTHING). I think it has gotten a bit skinny.
Should I be worried about the lack of appetite being a sign of illness? Or is it OK to move into the DT?
I've been wondering if it may just do better in the more mature DT instead of alone in QT.

Opinions & insights appreciated!

Plain nori, garlic infused red nori, spirulina flakes, mysis, mysis with garlic, plankton, cyclops, elos sv.m2, Formula One frozen... always just stayed hidden. From across the room I can sometimes catch him grazing around, but not at the offered food.
DT just has a small pair of Black & White Ocellaris, a Mandarin, and a tiny pistol shrimp/Hi Fin banded goby pair. Nobody mean.
Something certainly has to change or he'll just waste away...

Thanks!

Behavior isn't changed much, hiding a little less but just kind of hovers in one spot all the time. Still not eating. Got a better look when doing the transfer and he's obviously emaciated. You can see the darker color of his insides even. Didn't put up much fight when caught & transferred. Will keep watching & trying various foods.

Final update. No good. Just weaker & weaker. Finally gave it a clove oil send off.

Dunno what it is, but I have no luck with the dwarf angels. If I try again I think I'll have the LFS hold it for a good week at least - make sure it's eating & settled. <sigh> I hate losing livestock.
