Change sand and Liverock for a new system? or not?

I had a tank, but now is broken!
I going to set up a new tank. I have a Arag-alive, (now is in the water in a garbage can, together with my live rock.
the system was installed for 2 years.

My question is: I have to change the sand for a new sand?
Can I rinse the sand?
or Can I use the same sand for a new system?
and Live rock is Ok use, for new system ?
in my last system I had po4 problems, and I had Cyano.
Can I clean the live rock?

You can reuse the live sand if you want just rinse rinse rinse and rinse some more.

If you think the rock was the cause of you PO4 problems you might consider cooking the rock for a few months before reusing it.

i think that its a good idea to take each rock and swish them around in a 5 gal bucket of tank water before u put back it a "new" tank. I had a friend that who put rock from an established tank into his fairly new tank and it crashed everything.

also i agree with tperk. u can use the same sand as long as u rinse rinse rinse and rinse some more.
 
How do you recommend people rinse this sand so much?
Every water change we can use the old water?
Or just regular tap water and then let it all dry out?
Or what if we just let the LS dry out completely? Still rinse?
 
even if you dry it out, it'll still be dirty.... all you need is a bucket, a hose, and a pressure nozzle (you know, the kind of spray gun everyone has on their garden hoses). Only have the bucket as full of sand as to allow all of the sand to be lifted into free tumbling under the turbulence of. the spray gun. Rinse and pour out until it rinses crystal clear.... then start using your hand to churn it around--if it still rinses clear, that batch is good to go
