Cheap Rotary tool

Hello i was reading a thread one time and a guy had a link to a dremel like tool (rotary tool) that he had that was only like 12 dollars to buy it. I was wondering what are some cheaper rotary tools i can buy other then a dremel because those are a bit pricy for how much i am gonna use it which is probably not that often. thanks

part #41695-4vga its kinda cheesy but it has the diamond bit set with it i drilled 4 - 40 gal breeders with it so for 15 bucks what can you say
