I've noticed that several different (and unrelated pages) on NOAA's website act flaky from time to time, where I'll get a 'Page not found' error. I click again five minutes later and it works.

I'm sorry if anyone hasn't been able to get on, (but I'm glad that it's not just my computer that's having problems!).
