what would be the best fish to have in a 29 gallon?

A very difficult question for somebody else to answer. You will need to eliminate fish that would 1) grow too large or 2) pick at whatever inverts you choose to keep or 3) harrass other fish that you want to keep.
That leaves lots of options. Clowns, dwarf angels, jawfish, gobies, blennies are likely candidates. You could also decide to keep all damsels or a small eel or ???? Just do your research in advance and don't overstock.
