I have 2, they've been locking lips most of the day, is this a sign of agression or mating, both placed in the tank at the same time 6 months ago and I've never seen this behavior before

Definately a sign of agression.

It will be impossible to remove either fish without tearing up my reef, will this aggression lead to stress to the other fish. Any suggestions on my course of action?

I started with 3 chromis a few yrs. ago. The smallest finally jumped about 3 months ago. With the 2 I have left, I do see this type of agression but not often. If you can't get 1 out without taking the tank apart, I wouldn't worry about it.
